Michigan Is Studying a Pay-Per-Mile Charge for Drivers
As a lifelong Michigan resident, I have spent decades funneling money into the state's road fund at the gas pump. This felt perfectly reasonable until I realized that the routes we travel every day could double as a training facility for one of NASA's lunar rovers. Now, the Michigan Department of Transportation (MDOT) is studying a possible replacement for the gas tax: a road usage charge, or RUC.
Michigan Could Charge Drivers by the Mile
Instead of paying state fuel taxes based on how much gas you buy, MDOT says a road usage charge could have drivers pay a few cents for every mile they drive.
Why mess with the current system? Because cars are getting more fuel-efficient, electric vehicles use little or no gasoline, and that means gas-tax revenue may become less reliable. MDOT says roughly half of Michigan's state road funding currently comes from fuel taxes, with the other half coming from vehicle registration fees.
Michigan’s Gas Tax Is Not Disappearing Yet
Before you begin calculating the cost of every Meijer run, this is still a study. Michigan began studying road usage charges in 2024, published findings in 2025, and is continuing with additional research and a pilot program. Participation in the pilot is voluntary.

Most importantly, Michigan cannot simply flip a switch and start billing you by the mile. MDOT says any statewide change would require new legislation, public input, and action by elected officials. Based on how slowly studies and legislation move through Lansing, it's safe to say it'll be years before anything changes.
So yes, the rules could eventually change. For now, Michigan is looking under the hood of its road-funding system and asking whether the gas tax still has enough miles on it to fund road improvements. If state officials really need the money, they should reach out to NASA and have one of its rovers take a test drive on any Michigan road. If it can survive here, it can survive whatever planet or moon it's heading to.
